In this paper the author outlines the need for metric benchmarking as a route to establish current performance levels by water utilities. With this knowledge, and performance information from a range of other water utilities, it is possible to establish performance targets. The paper presents the World Bank's Benchmarking Start Up Kit Initiative, which facilitates sharing of cost and performance information across the internet to encourage international benchmarking activities.
