An ongoing program which identifies cross connections and requires the appropriate assembly to be properly installed, tested, and maintained is essential to fulfill most requirements. However, if your governing body does not have requirements, there is still the issue of protecting the water from contamination and pollution and the purveyor from potential liability issues. Drinking water is a precious, nonreplenishable commodity which must be protected from the source, through the distribution system, and to the consumer. Implementing and maintaining a cross connection control program can seem like an overwhelming task. Setting up a program on a strong foundation makes the program affordable, manageable and defendable. The components of a successful program are outlined in this paper and include: training and certification; develop an enforcement document; public education; record keeping; inspections/surveys; assembly installation, testing, maintenance & repair; and, ongoing enforcement.
