Can specialty equipment such as an ultraviolet disinfection (UV) system be competitively bid and evaluated prior to beginning detailed design? This paper explores an alternative approach to the more traditional methods for equipment procurement. An evaluated bid procurement approach was used by the City of Tracy, California's UV disinfection system design.
