Over the last decade, water utility managers have been increasingly challenged by an array of competing demands that strain available financial resources. In this context, the mandate for more effective protection of drinking water infrastructure simultaneously is an opportunity to enhance customer service and another claim on limited resources. Accordingly, utility managers must prioritize potential security investments carefully and ensure that selected security improvements are delivered cost-effectively. This paper reviews techniques for prioritizing security investments in recognition of the impossibility of absolute protection, and in the context of other claims on limited resources. It identifies typical high-priority security investments and techniques for their cost-effective delivery and financing. Includes table, figure, appendices.
