The Capital Regional District (CRD) supplies water to the City of Victoria and the surrounding area. Victoria is the provincial capital of British Columbia, Canada, and has a population of over 310,000. Over the past several years, the CRD has been planning upgrades to its chloramination treatment facilities. The planning stage involved investigating various filtration and disinfection strategies. Ultimately the CRD adopted a plan incorporating the use of ultraviolet (UV) disinfection combined with chlorination and chloramination for its water treatment improvement project. Between 2002 and 2004, the CRD has implemented the installation of a 580 ML/d UV disinfection system. The system was retrofitted into the existing water system and commissioned in March 2004. This paper describes the project, the project implementation, and some of the challenges that faced the design team, which included: UV transmittance; hydraulics; and, control.
