Neighborhood associations, environmentalists, anti-growthers, media are all water stakeholders. What they lack in technical expertise they often make up for in publicity and influence. Water managers understand that the public can derail a water supply project, but may not know that this turn of events is preventable. This paper describes what water activists want and need and how water managers can help satisfy them and keep their project on time and on budget.
