The Cleveland Division of Water (CWD) operates four water treatment plants utilizing conventional treatment with Lake Erie as the source water. The four plants supply finished water to a common distribution system. During the 1990s, CWD implemented a capital improvement program that renovated and expanded the Crown Water Treatment Plant (Crown). This program updated a 1950s-vintage facility and increased the treatment capacity of the plant from 50 MGD to 130 MGD. Several innovative ideas were used to address the issues identified by utility personnel, while maximizing the plant capacity and minimizing the building of additional structures. This paper reviews the planning process and how it developed the schedule for the program, several significant challenges faced by the project team and how they were addressed, and the lessons learned and how they were applied to subsequent improvement projects.
