The Financial Capacity Checklist is presented, along with the major components of financial management that include: budget; budget reports and monitoring; rate setting; asset management; and, strategic planning. "A Guide for Water and Wastewater Systems", a publication produced by Rural Community Assistance Corporation (The Western RCAP), is presented and contains information on financial planning for small water systems, specifically: the annual budgeting process; rate structures and the rate setting process; and, developing the 6-year financial plan.
