This powerpoint presentation begins by providing background information on the Cleveland Division of Water's (CWD's) Comprehensive Financial Plan (CFP). Major issues that were addressed in the CFP included: declining consumption; rising O&M expenses; continued support of multi-year CIP, resulting in additional debt; current and future debt levels, over $880M in outstanding debt; escalating rates and rate equity; suburban distribution main replacement needs; system expansion opportunities; new sources of revenue; automatic meter reading (AMR); and, water loss.
