Under orders from the Massachusetts Department of Environmental Protection (MADEP) to comply with surface water treatment regulations, the City of Gardner,Massachusetts selected both an innovative treatment scheme, and an alternativedelivery approach to meet this challenge. Membranes and ozone are two treatmenttechnologies that are gaining widespread acceptance in the United States fordrinking water treatment as process performance continues to be refined,equipment costs are falling, and customers and regulators demand higher qualitywater with multiple microbial barriers. Another growing trend in the industry isthe use of alternative project delivery approaches, such as design/build/operate(DBO), because of the unique advantages these approaches offer. This paperpresents how Gardner effectively employed state-of-the-art treatment technologiesand DBO project delivery to bring the highest quality water and service tocustomers on an accelerated schedule, while shifting the risks of the projectdelivery to the DBO contractor.
