This article presents the concept of a new Federal Water Infrastructure Bank (FWIB) to address the need of government financial support for water infrastructure projects. The FWIB could be capitalized by borrowing from the U.S. Treasury, at Treasury rates, and passing those low rates on to utilities. The article discusses the basic principles that must be met if such a bank is to be developed.
