A substantial number of water and wastewater agencies face significant capitalprograms to comply with regulations. A significant number of these agencies servelargely developed customer bases. Since grant programs are not available to covermost of the mandated changes, substantial rate increases may be needed to supportthe capital programs. This paper discusses the adoption of a multi-year financialprogram to implement mandated programs and is based on the author's experience indeveloping a rate and financial program for a large capital program for theAlexandria, Virginia, Sanitation Authority.
