After a brief introduction about the traditional water management in Spain, this paper discusses three points: the programs to improve the efficiency in water use as a basic tool for policies of demand management; presentation of a simulation model to compare different alternatives when planning future management in a urban water utility (specifically, an evaluation is performed on cost-benefit analysis, effects on the utility's costs and income, effects on the users' bills and effects on the network reliability, based on the hydraulic model of the network and evaluating the hydraulic reliability of the distribution); and, a numerical example.
