As an agency with multiple business areas, Seattle Public Utilities (SPU) and its regional purveyor partners have adopted a wholistic model of behavior change in programming. This paper describes how water conservation, surface water quality, solid waste reduction and hazardous waste reduction have been integrated into landscape conservation programs, and three programs called the "Naturals" (the Natural Lawn care Campaign, the Natural Soil Building Program, and the Natural Garden Care Campaign) address all four business areas. In addition, SPU has collaborated with other agencies in its service delivery area for consistency of messaging and leveraging of resources. Includes tables.
