Water supplies in the Phoenix, Arizona area frequently havetaste and odor problems. The City of Phoenix, in collaboration with Arizona State University, initiated the development of a comprehensive taste and odor management strategy in 1999. Key features of the project, described here, include: the development of a multiple barrier framework; extensive analyses of algae that cause taste and odor problems; simultaneous research on sources and transport of dissolved organic carbon (DOC) and its role in forming disinfection byproducts (DBPs); sufficient duration (three years of active data collection) to understand the temporal dynamics of the problem; phased-in implementation of taste and odor control measures over the three year project period. The study is now entering its second year. Data presented in this paper were collected in the first year of the study (August 1999-August 2000) and in a previous study conducted in 1998.
