Optimization to achieve turbidity (particulate) performance goals has been the primary focus of the Composite Correction Program (CCP) since implementation of the Surface Water Treatment Rule in the early 1990s. The recent implementation of the Stage 1 Disinfectants/ Disinfection Byproducts Rule for large systems and small systems (2004) has introduced new challenges associated with achieving multiple water quality objectives for water utilities. This paper describes the ongoing development and demonstration activities associated with incorporating disinfection and disinfection byproduct performance goals and control strategies into the CCP protocol. The work, supported by the Center for Drinking Water Optimization and USEPA's Technical Support Center, is a collaboration of research efforts and field investigations conducted at nine water utilities since 2000. All of the water treatment plants utilize conventional surface water treatment processes, including chlorine as their primary disinfectant and either chlorine or chloramines as their secondary disinfectant.
