The extended abstract discusses how the implementation of the Stage 2 Disinfection Byproduct (DBP) rule, starting in 2012, initiated an evaluation at the Birmingham Water Works Board (BWWB) of their distribution system and filter plants. While the U.S. Environmental Protection Agency (USEPA) has set maximum contaminant levels for total trihalomethanes (TTHM) at 80 parts per billion (ppb) and haloacetic acids (HAA) levels at 60 ppb (USEPA 2003), the BWWB set internal goals at 80 percent of USEPA Stage 2 DBP MCL for each Stage 2 sites locational running annual average (LRAA). As initial LRAA values were obtained, the levels indicated that changes were needed at the filter plants to reduce TTHM and HAA levels leaving the filter plants so that the increase in TTHM and HAA levels that occur in the distribution system would allow for the Stage 2 sites to reach the internal goals of BWWB.
