This paper summarizes a security benchmarking survey, which was conducted in 2003, to obtain a better understanding of what water utilities are considering for security system improvements. For the benchmarking survey, a total of eight water utilities were sent a detailed questionnaire, which was designed to obtain general information related to planned security system improvements. Each of the utilities remained anonymous in order to keep their security upgrade plans confidential. The results of the benchmarking survey indicated that most of the participating utilities plan on implementing some form of security improvements. For the exterior intrusion sensors most of the utilities planned on implementing video motion detection while others intend utilizing microwave sensors coupled with closed circuit television (CCTV). As with the exterior intrusion sensors most utilities planned on implementing door sensors to detect unauthorized entry. Some utilities also plan on implementing vibration sensors, glass break sensors, and passive infrared sensors for interior applications. In addition, this paper discusses the types of entry control that each utility is considering, response force plans, assessment of alarms and planned budgets dedicated to security system improvements over the next 5-10 years. Includes tables, figures.
