This specification specifies Forward Link Only System Information Delivery Layer - a set of Protocols involved in the acquisition of System Information [1] messages in a Forward Link Only Network. The specification includes Primary Protocol, System Information Compression & Decompression Protocol and System Information Fragmentation & Reassembly Protocol.
