This guide aims to encourage transportation agencies to address strategic questions as they confront the task of managing the surface transportation system. Drawn from both national and international knowledge and experience, it provides guidance to state DOT decision makers, as well as county and municipal transportation agencies, to assist them in realizing the most from financial resources now and in the future, preserving highway assets, and providing the service expected by customers. Divided into two parts, Part One focuses on leadership and goal and objective setting, while Part Two is more technically orientated.This document is also available in web-based, subscription format. This format offers: Instant access to publication without a need to first install it on an end-user computer; Google-like search capability and fully integrated index. Searching is many times faster than search functionality on PDFs; Ability to generate comments and questions to a shared location; Ability to link in and link out to supplement information and materials, such as Webinars, videos, software, other web sites, or portals; Single-user and multi-user access; and Product distributed as an annual subscription.
